Beginning in 2010, the City of Woodbury became a direct grantee of Community Development Block Grant (CDBG) funds via the U.S. Department of Housing and Urban Development (HUD). Concurrently, the city became a direct grantee of HOME Investment Partnerships Program (HOME) funds as a member of the Dakota County HOME Consortium.
The city’s use of CDBG and HOME funds are guided by Woodbury’s 2015-2019 Consolidated Plan with specific objectives and goals enumerated within an Annual Action Plan.
The City of Woodbury has met its timely expenditures tests for both programs and met the program criteria and objectives. The following Consolidated Annual Performance and Evaluation Report (CAPER) is a thorough analysis of how the funds were used between July 1, 2017 and June 30, 2018. This time period is known as Program Year 2017. The draft CAPER outlines the city’s progress toward meeting the goals established in the 2015-2019 Consolidated Plan.
A community meeting was held on September 10, 2018 to review the draft 2017 CAPER and a public hearing has been scheduled to review the document as part of the September 26, 2018 City Council meeting.
