Taxi Licenses

A taxicab driver who is licensed to operate in another municipality in Minnesota may carry passengers from such municipality to Woodbury and may receive passengers in Woodbury for carriage to such municipality and that driver is not required to obtain a permit from the City of Woodbury.

Taxicab driver and vehicle licenses issued will be good until December 31 of the current year. Applications for renewal must be submitted by December 1 for the following license year.

Taxicab Vehicle Application Requirements

You must submit the following:

  • A completed Taxicab Vehicle License Application Form
  • A completed Taxicab Vehicle Inspection Sheet (Inspection conducted by Woodbury Police Department)
  • A completed SP:C1 Form - State of Minnesota License Applicant Information
  • A statement from a reputable service garage or vehicle repair shop certifying that your vehicle is completely safe for operation and transportation of passengers
  • Certificate of Insurance with limits of not less than $100,000 for bodily injuries or the death of one person; $300,000 on the account of any action resulting in bodily injuries or death to more than one person; and $50,000 liability for damage of property of others arising out of one accident. Fifteen days notice of cancellation is required and policy must run through the end of the current calendar year.
  • $25 per vehicle

Taxicab Driver Application Requirements

You must submit the following:

  • A completed Taxicab Driver License Application (includes taking picture of applicant)
  • Valid State of Minnesota Driver's License
    • For drivers with an out-of state license, the applicant must provide a copy of their driving record for the last three years from the Department of Transportation in the state in which they are licensed
  • Signed Data Practices Advisory
  • Completed Physician's Certification
  • Completed Authorization to Release Detox. Center Information forms (4)
  • $25 per driver

You must also request a record check from the Bureau of Criminal Apprehension (BCA). This request must be made in person with proper ID at:

The phone number is 651-793-7000. The fee is $8. At the time of request, you must provide a stamped envelope addressed to the Woodbury Police Department so the BCA may mail the response to us. This record check typically takes 7 to 10 days.
