City Hall Digital Reader Board Sign Placement Request
Users and visitors to social media sites shall be notified that the intended purpose of the site is to serve as a mechanism for communication between city departments and members of the public. The city's social media site(s) is/are operated by City of Woodbury employees. We reserve the right, at our sole discretion, to change, modify, add, or delete comments or posts, photos, and videos at any time.
In general, it is the city's intent to not allow comments to be posted on its social media pages. However, in the instances where comments are allowed, then the city will use the following guidelines when deciding to edit/remove a post:
- Obscenities
- Comment demeans other people
- Comment is libelous/slanderous
- Inaccuracy
- When the comment/post is identified by staff as a SPAM message
- Comments not topically related to the particular social medium article being commented upon
- Comments in support of or opposition to political campaigns or ballot measures
- All comments posted during an election season by anyone who has filed for office will be removed
- Sexual content or links to sexual content
- Solicitations of commerce
- Conduct or encouragement of illegal activity
- Information that may tend to compromise the safety or security of the public or public systems; or
- Content that violates a legal ownership interest of any other party
The City of Woodbury has the right to reproduce any pictures or videos posted to this site in any of its publications or websites or any other media outlets.
The City of Woodbury has the right to quote any comments or suggestions left by users.
The City of Woodbury does take requests from people wanting events, videos, or pictures posted to any of their social networking sites, including the City of Woodbury's website. The city has the right, at its sole discretion, to accept or deny any such requests.
The views, postings, positions, or opinions expressed on this site do not necessarily reflect those of the City of Woodbury.
Advertising
The City of Woodbury does not endorse any product, service, company or organization advertising on its social media pages. The ads that appear on Facebook pages are sold, posted and maintained by Facebook.

Please note that the City of Woodbury does not share information gathered through its Facebook site with third parties for promotional purposes. However, any information you provide to the city is subject to the Minnesota Government Data Practices Act. This law classifies certain information as available to the public on request.
The City of Woodbury uses Zencity, a community engagement tool that aggregates and analyzes public information from social media comments and news sources and measures the general sentiment (positive or negative) of this public information. This feedback enhances the city’s understanding of what is important to the community, and improves communications and public engagement efforts.
Zencity does:
- Measure sentiment on public social media sites and websites including Facebook, Twitter and mainstream media to identify meaningful issues and trends shared by the community.
- Anonymizes all names of individuals. The city cannot see any names or locations of individuals including those who have been tagged in a Facebook comment. You can view a sample report on the Zencity website.
Zencity does not:
- Allow access to Nextdoor.
- Access information posted in private Facebook groups.
- Analyze any individual’s private or public social media pages.
- Collect information of individual commenters.
Zencity was discussed and approved by the City Council at its 2021 budget workshop in September 2020. Community engagement is a high priority of the City Council and Zencity is just one tool the city is using to listen to the community. Other tools include the biennial community survey, virtual listening sessions with the City Council (new in 2021) and increased City Council public appearances at community events (Fourth of July, Night to Unite, Woodbury Days, Community EXPO and more).
