Public Works
Public Works includes Fleet, Parks & Forestry, Streets, Storm Water and Utilities (Water and Sewer). The department is also responsible for special watering permits, hydrant permits, spring overweight permits, and building moving permits.

Sewer
Water and sanitary sewer services are provided to most Woodbury residents by the city's Utility Division. This division operates and maintains wells, water storage facilities, sanitary sewer lines, and lift stations; flushes and repairs city hydrants; and reads water meters.

Stormwater
Woodbury's stormwater system includes catch basins, storm sewers, creeks, ponds, wetlands, lakes, lift stations, and ditches to manage stormwater run-off. The city improves, constructs, and maintains these facilities as necessary to accommodate run-off. The stormwater system not only manages run-off originating within Woodbury but also water from the cities of Afton, Lake Elmo, Maplewood, and Oakdale.

Streets
The Street Division is responsible for maintenance, repair, and snow plowing of local streets and cul-de-sacs. It is also responsible for maintaining traffic signals, street name and regulatory signs, storm sewer and ponding areas, pavement markings; and for tree trimming along boulevards, except commercial properties.

Traffic & Signals
The City of Woodbury is responsible for operating and maintaining all city roads, traffic signals, pavement marking, and trails. This section provides guidance for safety on city streets for drivers, bicyclists, and pedestrians.

Municipal Utility Rate Study Request for Proposals
The city is requesting proposals for a water and sanitary sewer rate study (with alternates in the proposal for separate storm water and street light utilities rate studies) to assist the City with determining rate impacts associated with its forecasted capital improvement plans as well as potential costs associated with what is expected to be the nation’s largest new water treatment plant designed to treat PFAS-contaminated groundwater.
