Permits

The City of Woodbury requires a right-of-way permit to be issued for any work in city-owned right-of-way. This includes, but is not limited to: any excavation related to the installation or repair of private utility facilities (gas, electric, cable, telephone, fiber optic, etc.), obstructing the right-of-way, sewer or water service repair in the right-of-way, installing or repairing commercial driveway aprons.

Excavators (including homeowners) throughout Minnesota are responsible to notify Gopher State One Call of any proposed excavations. The Gopher State One Call Center will notify participating underground facility operators, so locations of underground facilities can be marked. Please visit the Gopher State One Call website for more information or to request a utility locate.

Please return the completed application along with a detailed drawing of the proposed work to the Engineering Department at the ROW Permits email.

Land Disturbance Permit

The City of Woodbury requires a land disturbance permit to be issued for land disturbing activities that: exceed one acre or are part of a larger common plan of development over one acre, or the total volume of earth material disturbed, stockpiled, disposed of, or used as fill exceeds 50 cubic yards.
