Consolidated Annual Performance and Evaluation Report

Beginning in 2010, the City of Woodbury became a direct grantee of Community Development Block Grant (CDBG) funds via the U.S. Department of Housing and Urban Development (HUD). Concurrently, the city became a direct grantee of HOME Investment Partnerships Program (HOME) funds as a member of the Dakota County HOME Consortium.

The city's use of CDBG and HOME funds are guided by Woodbury's 2020-2024 Consolidated Plan with specific objectives and goals enumerated within an Annual Action Plan.

The City of Woodbury has met its timely expenditures tests for both programs and met the program criteria and objectives. The following consolidated Annual Performance and Evaluation Report (CAPER) is an analysis of how the funds were used between July 1, 2020 and June 30, 2021. This time period is known as Program Year 2020. The 2020 CAPER (PDF) outlines the city's progress toward meeting the goals established in the 2020 Annual Action Plan.

The 2020 CAPER was approved at the September 8, 2021, City Council Meeting. Subsequently, HUD approved the 2020 CAPER via the attached letter dated October 19, 2021. For questions please contact Karl Batalden, Community Development Coordinator.
