City Council Virtual Listening Session 1: 2023 Budget

The Woodbury City Council is seeking input about the proposed 2023 budget at virtual listening sessions. Residents can provide feedback and ask questions regarding the proposed budget following a short presentation.
The proposed 2023 total property tax levy is approximately $44.7 million. This is an increase of about $2.7 million or 6.5% above last year. The estimated property tax levy impact to the median value home is 7.2% or an increase of $82 from 2022. A number of factors are driving the increase, including rising operational costs for fuel and other items, and the elimination of the state's market value exclusion for many residential properties.
As part of the budget process, annual rate adjustments are also considered to appropriately maintain funding levels for city services such as emergency medical services; water and sewer utility; stormwater utility; street lighting utility; and the enterprise facilities M Health Fairview Sports Center and Eagle Valley Golf Course.
The City Council approved this preliminary tax levy for 2023 at its Sept. 28 meeting (required by state law before Sept. 30 each year). This amount will be on the property tax notices mailed by Washington County in November. After the Nov. 1 and 2 virtual listening sessions, the City Council will discuss the proposed budget again at its Nov. 9 workshop. Then, the proposed budget will go before the City Council on Wednesday, Dec. 14, for final approval.
