Sale of lower-potency cannabinoids – like THC gummies and beverages – continue to be legal in Woodbury, with a license issued by the City of Woodbury. The city allows sale at liquor stores, tobacco shops and other exclusive retailers. View licensing page.

No cannabis retail businesses are allowed in Woodbury until at least January 2025. Sales are currently allowed outside Woodbury on tribal land.

Home growing is now legal. Residents can grow up to eight plants at home (with no more than four being mature, flowering plants), as long as it is the primary residence of someone 21 and older and the property owner allows it. The plants must be in an enclosed, locked space that is not open for public view.

Cannabis seed sales also are now legal.
