A stormwater utility is a common way to raise funds for inspection and regular maintenance of the stormwater system. The funds are also used for ensuring compliance with state permit requirements and enhancement of the system to address water quality and quantity problems that are identified in the system. A stormwater utility is similar to the water and sewer utilities of the city and is part of the quarterly utility bill. (Those not on city water and sewer will receive an annual billing.) Property owners pay a storm water utility fee based on the amount of stormwater runoff produced from their property, not on the value of the property.
