Woodbury, along with all other cities in the metropolitan area, is required to update its Comprehensive Plan based on the Metropolitan Council's Regional Development Framework every 10 years. The 2000 Comprehensive Plan represented a major planning effort and provided a successful development framework for the city. Therefore, the 2030 Comprehensive Plan was seen as an update and enhancement of that document, rather than a complete redraft of the plan. The 2030 Comprehensive Plan guides development within the city through the year 2030.
The Woodbury City Council formally adopted the 2030 Comprehensive Plan in July 2010. Draft 2040 Comprehensive Plan
